About the Title I Program

Title I is a federal program that provides financial assistance to eligible schools to assist in providing instructional services and special programs to meet the needs of economically disadvantaged children identified most at risk of not meeting the state's challenging performance standards. Title I funding is determined by the number of students who receive free or reduced lunch at each school. Spartanburg School District Two has five elementary schools (Chesnee Elementary, Cooley Springs-Fingerville Elementary, Hendrix Elementary, Mayo Elementary and Shoally Creek Elementary) who receive Title I funding.

The Every Student Succeeds Act (ESSA) governs Title I and provides direction for school implementation in the following areas:

  • Highly qualified teachers and paraprofessionals
  • Intense, ongoing professional development
  • Research based instructional practices and materials
  • Additional supplemental academic programs and staff
  • Meaningful parental involvement activities
  • Customized school programs based on the school's needs assessment

Parental and Family Engagement

Parental involvement is an integral part of the Title I program. Parents are encouraged to become partners in helping their children achieve and become actively involved in all aspects of the process of the Title I program, from the writing of the plan to its implementation and evaluation. A strong connection between the home and the school is a key element in student success. Opportunities for active parent participation will include, but not be limited to, open house, parent workshops, school-parent compacts, home visitations, parent-teacher organizations, conferences, newsletters, and more. The Every Student Succeeds Act (ESSA) legislation requires schools to utilize a portion of their Title I funds to support parent involvement. Spartanburg School District Two employs two Title I Parent Liaisons to assist families and increase parent involvement within Title I schools. Parents should contact the school Principal with any comments or suggestions regarding the school’s parent Parent and Family Engagement Policy.

Parents' Right to Know

In accordance with recent federal legislation, the Every Student Succeeds Act (ESSA), school districts that receive Title I federal funds are required to notify parents of their right to request information regarding the professional qualifications of their child’s teacher including degrees and certifications held and whether the teacher is certified in the area he/she is teaching. If you would like more information regarding your child’s educators, please contact your child’s Principal.
